Yes, VAT is charged at checkout according to your country's rates and laws.
IMPORTANT: VAT will be collected within the campaign (and further in the Pledge Manager for the payments placed in this stage, including shipping cost). The US and Canadian sales tax will be collected in the Pledge Manager (though for all values paid, including the crowdfunding campaign)!
